At the end of the episode, after The Doctor saves the universe and is about to
leave Gallifrey, Cardinal Barussa says to him:

	"Doctor, 9 out of 10!"

Is he simply complementing The Doctor on a job 90% well done or is there more
to it?

Re: Cardinal Borusa and 9 out of 10

Cardinal Borusa was one of the Doctor's mentors at the Prydonian
Academy, and earlier in the story, Borusa commented that the
Doctor was a student who never lived up to his potential (or something
like that.)

Are you sure this is from "Deadly Assassin" and not "Invasion of Time?"
Ah, well, guess my memory's going... anyway-

I believe it is really just Borusa giving the Doctor a dig-- he was,
as you know, one of the Doctor's instructors at the Academy.  After
seeing this episode and "Invasion of Time" I'm a bit sad there wasn't a
bit more
development put into "The Five Doctors" when the Doctor finds out
who is behind all of the goings on, since it is clear that the
Doctor respects Borusa a great deal, even if he doesn't really like
him personally very much.

  Borusa (correct spelling) was one of the Doctor's professors at the 
  Prydonian Time Lord Acadamy.  "9 out of 10" is a reference to a grade.
  (So yes, a job 90% well done).
