This makes sense also if you watch "The Invasion of Time".  As the Doctors
"TARDIS" approaches Gallifrey, A security agent for Gallifrey warns the
council that a unauthorised "time-capsule" is approaching, and is given orders
to arrest the occupants (the doctor, leila & K9).
