In Waterloo, we call the ^ a carrot.

No, ^ is NOT called a carrot, although it is pronounced similarly.
It is called a "caret", which is exactly what it is.  Look in
a dictionary and you will probably find that a caret is a diacritical mark
or accent (French uses it a bit).
