Why not make an "offensive" (no pun intended) charge just a turnover,
as long as there is nothing terribly deliberate or vicious about it?
("vicious" charges would be technical fouls.)  Losing the ball seems
penalty enough.  This removes some of the onus of a bad call by not
placing a "charging" player's game longevity in jeopardy.

The only problem I can see is the "scored but charged" play that occurs
so frequently in college ball on layups.  To solve this, simply go to
the "pro" (I can hear the flames now!) concept of "continuation": if
you charged during the act of a shot, *including* recovery of body
control and/or court position after the shot, you didn't score - you
turned it over.  Fouls clearly after a shot are "dead ball" fouls and
count as personals.
