You are correct that all TeX wants is a TFM file and any reasonable
TeX installation should access TFM's similarly. The problem, if there
is one, will be with the software interpreting the DVI file and driving
the printer. I don't think it has anything to do with the operating
system beyond the choice of driving software available for a particular
operating system. 
   I have some experience getting resident fonts (Lucida*) to work 
with TeX under VMS, using the Kellerman & Smith Imprint software to drive
our 8/300. Both Imagen and K&S have been helping me out with this which
might explain the "only under VMS" (mis)information you got.
