Yes, presumably most of the delivery surcharge hopefully goes to the delivery person. However, I don't think that this is a reason not to tip. First of all, if one delivery person delivers more pizzas than another in the same amount of time, he will probably NOT make more money; they are probably paid by the hour. Tips are per-delivery, while the surcharge goes to the house and is used to fund the salaries of the delivery people. Also, I will give a pleasant delivery person a better tip; back when I was in school and we ordered pizza the delivery person would often hang around and shoot the breeze with us, and we got to know him after a couple of deliveries, so we tipped him well. Another point is that there is other delivery overhead, for example the car mileage. At $.20 per mile, an average delivery could cost over $.50 in mileage. Going by the reasoning that you don't have to tip when the food is surcharged to pay the deliverer, you shouldn't tip waiters, since the price of the food includes an increase to cover the waiter's salary.
