[net.astro] Halley's comet only seen in southern hemisphere?

I have heard and seen comments to the effect that Halley's comet will
only be visible from the southern hemisphere.  Would some kind soul
send me a note (in English -- I am not an astronomer) of whether this
is so, and why?  When I get enough information to understand it, I will
post a followup note to this group.
