[net.announce] relocation of net.micro.16k to net.micro.ns32k

The newsgroup: net.micro.16k is being renamed: net.micro.ns32k in order to
reflect the current name of the National Semiconductor 32000 Microprocessor
Family.  The cancel message for net.micro.16k will not be sent for 2 weeks
to allow old messages to propagate and be read.

Net.micro.ns32k is intended for discussions of:
	- the NS32000 chip family (CPU, MMU, FPU, ...)
	- applications (Unix systems, Real time, Industrial control, ...)
	- systems/products that use some or all of the NS32000 family
	- questions and answers on the above
Messages of the form "my chip is better than yours" should be sent to /dev/null.
