The question:  For which nation is one side of its flag different
from the other, disallowing reflections of course.

The answer:  Paraguay.  The Paraguayan flag has three equal-sized,
horizontal stripes--red, white, and blue (yawn).  Centered inside
the middle white one is its national seal.  Like some other national
seals (e.g., the US), theirs has two sides.  Well, one side is on
one side of the flag, the other side on the other.  This is not
easily visible when you see the flag flying, which itself is not
a common occurrence in these parts.
