I rank them this way:

		1	2	3	4

outside shape	3	3	1	3

inside shape	1	3	3	3

shaded center	3	3	3	1


each number is the count of the figures with which it has the feature in
common.

Therefore #2 is the MOST different because it is the most similar (HUH?)

( It has the greatest number of attributes in common with the greatest
  number of other figures .... greatest total count of commonality )

Baffling but true!
