Actually the rules did not state that you couldn't move the pennies around on the table. All you have to do is to be able to put a penny on the table, so move them around some and there may be enough space in there to put another penny when there wasn't enough space without moving them. Kinda like using the garbage collection algorithm for fragmented free space.
