[net.lang.mod2] IS Modula-2 compiler

IS Modula-2 is reviewed in the current COMPUTER LANGUAGE magzine.  That
reviewer also found it to be buggy but with lavish promises of repair in
the next release.  A pre-release version of Borland Modula-2 (for Z80) is
reviewed as well.
