I'd suggest a urethane finish (Flecto Varathane, for example) as it's
pretty well impenetrable by most liquids, including hot water and alcohol.
You'll need two coats at least, probably three, and the satin finish would
be your best choice (as opposed to gloss).  Finishing the dishrack may be
tedious (lots of nooks and crannies) and keeping dust and air out of the 
glossy stuff is pretty tough. The satin finish doesn't show up things
like that so much.  Hope this helps...good luck!!
