[net.rec.wood] Treatment of outdoor wood and safety

I have some questions about the safety of wood which has been
treated for outdoor use.  My understanding is that the EPA has said 
wood treated with 1)Penta, 2)creosote, or 3) arsenic compounds is
not only unsafe during application of the preserative, but also unsafe 
after application.  Such wood must be (at least) treated with a sealer.
Do two coats of shellac suffice, or should one replace the treated
wood? 

What about Wolmanized (or similar) woods?  The Koppers Co. (who own
the trademark) claim that their process is safe.  Is there any
confirmation/contradiction of this?
