[net.news.sa] What is a reasonable load average?

[I thought long and hard about which newsgroup was most appropriate for this
request.  None were perfect, so I settled on net.news.sa and net.news.adm as
persons reading these groups are probably best able to answer my questions.
Maybe we really need a net.survey - MJL]

We're trying to put together a case for upgrading our computer science facili-
ties at RIT, and part of our argument will be based on the load average ex-
perienced on our VAX systems (currently running 4.1BSD).  To bolster our argu-
ments, we'd like "expert" testimony as to what is the load average beyond
which it is hard to be productive.  Note that most of our use is by students
writing programs for computer science courses, so we're particularly interest-
ed in responses from software development organizations.

If you have any opinions on this, please send them to me.  If your installa-
tion has any stated goals for responsiveness or load average, this would be
EXTREMELY useful; however, any replies will be appreciated.  As always, if
there are sufficient responses I'll summarize them for the net.

For the record:

2 Vax 11/780's running 4.1bsd, each with
        4 MB main memory
        2 RP07 drives
        1 TU78
        88 terminal ports (80 Emulex DH + 8 DZ)
User population: 25 Faculty, 1000 undergraduates, the equivalent of 150-170
	full-time masters students.
We seem to be short of CPU cycles; disk space, disk throughput, and memory
	are adequate.
