[net.news.adm] put me on xxx mailing list

Why do requests like this regularly get into USENET?  I guess I don't
understand how ARPANET, etc administer their routing.

The ARPA Internet has a convention for mailing lists that goes like this:

for each mailing list address (ListAddr) there should be an
administrative address (ListAddr-request) which only the list
administrator/moderator reads. So for

	Human-Nets@Red.Rutgers.Edu

there exists

	Human-Nets-Request@Red.Rutgers.Edu

Unfortunately, although this convention is largely followed by mailing
list administrators, most host administrators don't bother to tell
their users about this. In this sense, the ARPA Internet is much like
the USENET: it depends upon the host administrators to educate their
users in the proper and effective use of the network.
