[net.news.adm] Is this the right place to ask about a new group?

If you take a look at net.consumers, you'll see that it is full
of messages asking that net.house be created. Only, we don't know
who to ask.....  Is this the right place?  net.house is for
messages on the topic: how to keep the old homestead from falling
into ruin.  (A suggestion that those messages belong in net.rec.wood
was booed down.)
