a system where transmission of news articles is sorted by priority and
only the articles sent before some timeout are sent.  He describes how
it can be implemented on the Australian ACSNET.

With regular news software, the first part of it, the sort by priority, could
be easily accomplished on a batch transfer by sorting the /usr/spool/batch
file for that site.  The last part - cutoff by transmission time -- is harder
to implement with uucp but a fair approximation could be achieved by an easy
hack to the batcher program that cuts off a batching run after a certain
number of bytes.
