I like white characters on a black background. The black on white format
causes the screen to be too bright, causing eye strain during a long
session. I think that the less overall light the screen emits, the better.
The white on black format is better, however, when reflections are a
problem. Reflections can be partially overcome with a screen filter.

The bottom line is that the "Best" format it a function of personal
preference and environment. Terminals should be designed to be flexable
enough to allow the user to chose the format that is best for the
situation.

I personally like white on sky-blue.  I have a 19" 4 plane 60Hz box that I
mostly use for text (Tek 4113).  I've tried various color combinations, but
I gravitate back to white on warm blue.  I do NOT like black on white.  I feel
like I'm squinting at it and I usually end up turning the brightness way down.
