The Waterloo Command Syntax policy document says:

	Designers of new commands at Waterloo  therefore  ask  themselves
	"What  does  the  user  want  to  do   to  a  particular object?"
	rather  than  "What's  the simplest way of writing this program?"

My suspicion is that the designers ask themselves:

	Who the h*** cares about the stupid users, anyway???
