[net.cog-eng] a better man command; making apropos meaningful

Small modifications to getNAME and makewhatis can generate the location
of the *real* man page for a topic.  At Waterloo, the output from
"man -k strncmp" or "apropos strncmp" is (truncated here for clarity):

  string(3)     strcat, strncat, strcmp, strncmp, strcpy, strncpy, ...

I try to put as many possibly relevant keywords in title of a new man
page, so that "man -k" can find it.
