It's been a while since I took US history, but I
seem to remember that one of the first cases the
US Supreme Court ruled on was one dealing with US
money.  They ruled that no one should be forced to
accept it.  This was one of the cases that
established the Supreme Court's present position in
the Federal Government.

Re notice on bills statting that it is legal tender for all debts:
Until an article or service is purchased there is no debt.
The person who refuses to sell you a ticket because you only
have a large bill is within his rights.
Once you have the article in possession, the seller may be
forced to accept the legal tender.
