A committee of the Association of Judges of the State of New York (or
something like that ...) has come up with a ``radical'' idea.

The sentencing of a convicted criminal should not depend how crowded the
jails are!

The panel noted that at no time in our history have so many people lived in
mortal fear of criminals.  Most of these criminals have been convicted and
released, and most releases are based on how crowded the jails are.

This suggests that he board has taken the revolutionary leap:  Jails are
designed to *hold* criminals so they can do no harm.


Oh, how barbaric a society are we!  We are talking about putting the well-
being of a criminal's victims and potential victims above the certain
psychological damage of locking the criminal up!  We would subject the
convict to crowding in order to protect the public from him!  Oh Shame!
