References: In NJ at least, the question of citizenship is related to possession of driver's licenses. NJ feels (I can't swear this is law but NJ motor vehicle employees seem to belive so) that: - If you are an NJ citizen you must hold an NJ license, rather than another state's license. - If you have an NJ license YOU ARE AN NJ CITIZEN.
