[net.legal] supervision of public swimming

Here in Ithaca, NY, the city's reservoir has traditionally (though
unofficially) been used for swimming.  Since an accident occurred
here, people are now being arrested for trespassing.  In discussing
the fate of the reservoir, it has been claimed that public swimming
areas must be supervised by a lifeguard.  Is this true?  Can't the
city's liability be removed by posting signs declaring that the
area is unsupervised, and to swim at your own risk?
