In fact, that *is* how we are charged for water where I live.  It costs
something like $5/year per sink, $7/year per toilet, and so on.
There are certain exceptions (you don't get charged for both a dishwasher
and a kitchen sink) and a further charge of $2 for each room in the house.
There is no meter.

I found out about this when, several months after we moved in, a city
water revenue department inspector showed up at the door, looked around,
and informed me that since several fixtures had been added when the house
had been renovated a couple of years before, my water bill was too low.
It seems that there'd never been anybody home to let them in until that day.
At least they didn't apply the increase retroactively (and it wasn't all
that much, because the renovation reduced the number of rooms!).
