References: A license to drink would be unenforceable. Aside from the problem of sales of bottled liquor to individuals (how do we stop me from buying for you?), there is the little problem of everyone MAKING his own liquor. (Remember prohibition? There's also illegal liquor...) One of the easiest kinds of alcohol to make is "hooch". Just follow the instructions for making sourdough in any of many cookbooks. The liquor that forms on top of the yeast mixture is "hooch"; it is nicely alcoholic and tastes awful.
