Here in the Commonwealth, almost nothing is simple. According to our minister (who has performed several Massachusetts mariages) if you're an ordained minister or the equivalent in a Massachusetts church, you can do marriages. But if you're from out of state, you send copies of all of your degrees, ordinations, etc. to the Secretary of State, and they'll send you a large certificate suitable for framing which entitles you to perform one (1) marriage. If you want to do another, you send in the forms again. The usual civil authorities perform civil marriages.
