What was it TIME had quoted this week? I paraphrase:

In Germany, everything is illegal unless it is specified to be legal.
In France, everything is legal unless it is specified to be illegal.
In Russia, everything is illegal, even if it is specified to be legal.
In Italy, everything is legal, particularly when it is specified to be
illegal.

Therefore: In America, everything is     {   fill in the blank   }  .

Everything is legal, but you have to spend hundreds of hours proving the
legality of anything you want to do.  In some cases, you have to add bribes.
