Another alternative to the laws currently in existance in NJ & NY
might be through licensing. I personally try and use my seatbelt 
as often as I remember BUT I've been driving for close to 20 
years now and never really got into the habit.
  I've noted recently that younger drivers and overseas drivers
currently are more concientious about "belting up".

New drivers would be required to wear a seatbelt for n months(or years)
thus conditioning them for future use, by making it almost a reflex
action upon entering the car those who wish to go unbelted really
have to make the decision themselves.
For current drivers a similar period (say all of '86) would help them
get out of their bad habits.

As an after thought to my previous article it would also help
in restricting police from routinely stopping cars to check
seat-belt enforcement. I know, I know they are not supposed
to but you can't tell me that it WON'T happen .
