[net.legal] pseudo-legal tools?

Just a thought:

    Can anybody out there explain why (in at least my state, i don't know
about others) it is illegal to possess bicycle spokes filed down and bent 
in certain configurations, coat hangers with same adjectives, and other 
assorted items (better known as lockpicks)? I've lost count of how many
times ive had to use such items to gain entrance to things such as MY OWN
DORM ROOM AND CAR. (i forget my keys a lot, and have been known to lock the 
keys in the car with the engine running.) Why is it that the only pick that
you are legally allowed to carry is the one that the factory supplies with
the lock? (think about it, a key is simply a pick that the factory makes
for you, and doesn't require any skill to use) 

    Since when is the ability to do something the same as having done it?
(sure, i could use such tools to break into somebody's office and steal 
something, but i haven't and wont. Heck, might as well take my genitals
too...)
