The alternatives are there now and always have been.  The problem is that
people don't consider it convenient enough.  To them driving drunk is not
a concern, regardless of what systems are in place to provide them with
other safe means of drinking.  We need to stop treating drunk driving as
it it were a parking violation and start dealing with it as the crime
which it is.
