If the administrators really wanted to save money, they should tell
people not to include entire messages which they are rebutting to:

This is the real outrage when I happen to be reading at 1200 baud.
I read a lot of groups and tend to read them in bunches, so that by the
time I reach the end of a newsgroup I almost have the first message 
memorized.  Paraphrase or include 1 or 2 sentences to refresh our memory.

Whether you're for or against them, I don't understand why everyone is
measuring these graphics signatures in lines.  Characters is surely what
matters, whether we're talking about storage space or reader's transmission
and reading time.
