I've found an annoying bug in AT&T's ditroff.  The -me macro for
a header, .he, doesn't work in ditroff.  (Neither do .eh and .oh.)

	Input:
		.he ''CENTER HEADING'%'

	Output (at head of page):
		%'   '     tl''CENTER HEADING'%'

Has anybody a fix for this?  The .tl directive seems to work when called
directly.

Tell that to a dead diatom - it will be very happy to know that it didn't
become part of the siliceous ooze.

Is that .tl the first thing output?  The bug probably comes from the fact
that .tl's output before real text cause some flakiness.  I don't know
what the fix is.
