[net.text] footnotes with -mm macros

We have UNIX* System V DOCUMENTER'S WORKBENCH* Software 1.0 and I
am curious about the location of the last line of a footnote when
using the -mm macro package.

The last line of text of a footnote is approximately 1/4 inch higher
on the page than the last line of text on a page without a footnote.
It seems to me that the last line of text on a page (without footnotes)
and the last line of a footnote (on a page with text) should fall at the
same location on the page.

I have tried relocating the traps (in the macros for footnotes) only
to make matters worse.  Anyone else have (notice) this problem?  Any
solutions?  The document in question is formatted with 
device-independent troff and -mm macros.  The output devices used
are an Imagen 8/300 and a Mergenthaler Linotron 202N.
