Thanks to all for responding to the request for info...
I've summarized the responses... sorry to all for not sending replies
to all mail. I got swamped with requests for a re-route of info, so I
decided to post.

My deduction from talking to the various companies mentioned below was
that the cheapest way to get better than nroff (if you have troff but
no filter) is to find someone congenial to hack a driver for you...
If you're on VMS and have only RUNOFF then looking into pre-packaged
font cartridges for the drivers and then adding the ESC sequences would
be a way to go...

The next best option seems to be TeX (price is great, lots of options,
but MUCH more difficult than troff, if it is to be used by a department
full of non-progs...) 

Personally, I've ordered TeX for VMS and Stanford (and have contacted
the UW source for an updated un*x TeX). I'll probably design a template
for what they need for them...
After the first demo I don't think there will be any problem getting
extra RAM cartridges for the LN03 (:-)
