[net.text] -me footnote registers

Help. I am finishing up a book and need to reset the footnote
registers for each chapter so I can print seriatum. I have worked
with my system administrator and with the -me reference manual
but we cannot get footnotes to permenently reset. The best so far
is that the first footnote is has the value incremented from the
last chapter (for instance 73) and the next foonote is 1. 
I could do a reset at the end of the chapter, but would like very
much to be able to
put all of the resets at the first of the chapter, however.
Sometimes I get the first footnote to go to 1, and the 2nd and 
subsequent are incremented from the previous chapter (74, 75 etc).
One would have thought that the -me writer would have made
footnotes as easy to reset as section.headers, but Noooo.

.nr ?f 0
.nr $f 1 1
.ds * \\*[1\\*]\k*

is what I am currently using to try and accomplish the  reset.
I welcome suggestions from  all you -me mavens.
