[net.text] Bringing up AT&T ditroff on Berkele

There are three public-domain implementations of getopt floating
around the net:  one by Keith Bostic, one AT&T released into the
public domain, and one by Henry Spencer.   The first two are
available from your nearest mod.sources archive.

Speaking as the author of the third (which isn't in mod.sources because
mod.sources didn't exist at the time), I would recommend the AT&T one.
Not for any deep ideological reasons, but because it is the one that is
guaranteed to get all the quirky details "right" (by the standards of
other AT&T software).  If for some reason the AT&T one isn't acceptable,
Keith's is more recent than mine and more compatible with some features
of the AT&T getopt that weren't documented when I did mine.
