Here in Ithaca, NY, there is a reservoir that has traditionally (though unofficially) been used for swimming, usually suitless. Last summer someone fell onto a dam from a rope swing and killed himself. Since then, the area has been the subject of controversy. Two claims are being made by city officials that I have doubts about: 1. Swimming in a reservoir is damaging to the water supply. 2. Any place where swimming is allowed must be supervised by qualified people (lifeguards). I believe that reservoirs elsewhere are officially used for swimming, making me doubt (1). As for (2), can't signs be posted like "No Lifeguard - Swim at your Own Risk" so that the city would not be liable? Any facts would be appreciated. UUCP: cornell!doug nee! ARPA: doug@cornell
