In the Portland, OR area, cats will be required to be licensed by June 1st. This is an effort to raise funds, not control dangerous cats. We also have a dog leash law, but it is rare one sees dogs on leashes here. Have there been cat licence programs in other parts of the country? Did the program have any favorable results (reduce the number of cat killings or something)?
