Several years ago when I lived in Fairbanks, AK I had a friend who lived outside of the city limits. A nearby neighbor had a St. Bernard which roamed the neighborhood at will, terrorizing nearly everything that walked,rode, or crawled. Whenever anyone approached the owner to ask that he control his dog, the owner declared that the dog could do as he damn well pleased, and offered to ventilate (with his 30-06 rifle) anyone who messed with his alter ego. To emphasize his point, he regularly held target practice with his arsenal in his front yard. Unfortunately, Alaska has an irresistable attraction for many of the marginally adjusted types whose basic philosophy is: "I have a right to do anything that you can't stop me from doing" The Alaska State Troopers chose not to do anything about this, despite numerous complaints; it must have been understandably low on their list of priorities. Incidentally, since up there it is de rigueur for such would-be sourdoughs to have a dogteam (i.e., three or four pathetic, malnourished and generally neglected mutts who spend their lives sitting in filth at the end of three-foot tethers), dog horror stories abound.
