A dog cannot be held legally responsible for its actions, of course - but the owner can (something which hasn't really been well stated in the whole dogs-vs-bicycles discussion). In a legal sense, it's as if the owner is committing the crimes (assault, ?battery?) with the dogs acting for him. Isn't there a leash law in this land? Or is it only in certain states? I can't believe all these dogs are running loose and the owners are not being sued in pro se court. "Sue the bastards!"
