There are expandable collars for cats, precisely so that they can work loose if they get snagged, but still have a collar AND id tag in case they get hurt or taken to the pound or somesuch. Vets sell a type of canned food for cats which is called Canned Diet. It is low in ash but nutritionally complete. The virus theory about blockages in male cats is still just a theory. Better safe than sorry.
