Actually I would be interested in knowing somebackground info
on why they outlawed turtles and the disease.  

I'm just curious.

Turtles, like the one described, were found to carry
Salmonella bacteria in greater than usual quantity.
Handling the little creatures, then eating without
washing well could lead to some unwanted consequences.
Not to mention preparing food after playing with
the turtles.
