[net.pets] Query: outdoor experiences for a deaf cat.

I have a deaf cat, (yes,it is white). She is spayed and so
is my other cat. I was advised by my vet. to keep the deaf one
indoors for her own safety. She could not hear a car or a dog
or anything else if it was behind her. Yet the poor thing
would dearly love to get outside. Especially when the other
cat exits.
So far I've offered some of the local children two or three
dollars to take the cat out on a leash for a while, (1/2 or 3/4
of an hour), but they are not all that available, or interested.
Kids these days have too much money!...gripe,gripe.
Does anyone have a suggestion? Perhaps something like a
low cost "cat run" or whatever?
