When they play too rough with me, I make little pain/mewing noises in the back of my throat. That will stop them every time. In fact, they will lick the hurt area as if to apologize. If it is more like the second, maybe something else is wrong--perhaps he is lonely, for instance. Another possibility is that he is just showing his age. You do not mention if he has been neutered yet. I have had Toms who get quite rough at one point. Either getting neutered or "going out on a date" seems to help.
