In fact, Chet Atkins DID 'steal' the arrangement from Guy -- I happend to be
taking guitar lessons from Guy right around the time that Chet Atkins came out
with an LP contains SASF and Guy was really steamed that he didn't even get
mentioned on the album notes, much less talked-to before the fact.

Guy bitched at Chet and he apologized (but didn't retrofit the record album
notes).  The book 'Stride Guitar' is a collection of Guy's arrangements that
includes SASF: the introductory text for SASF includes a photocopy of a note
from Chet Atkins asserting that he DID get his arrengement from Guy and that he
liked it a lot.  (by the way, if you have hopes of learning to play SASF, you
ought to go get the book -- it is really herculean to try to work it out from a
record, and with the music written out it is actually easier to play than you
might have guessed.  Not a beginner's work by any stretch of the imagination,
but certainly not as impossible as it sounds.  The book also includes a
transcription of Semper Fidelis).
