The scene in question takes place in CRISIS #4, pages 3-4, and the two men are Steve Dayton (Changeling's foster father) and John Constantine! And what Constantine says is: "I can sense what's happening here and there. Indeed friend--I know what's happening to one and all-- <--and especially to the Swamp Thing. Yes, especially to him.>" [The angle brackets indicate a thought balloon.] Constantine first showed up in the SWAMP THING issue that came out two weeks before this issue of CRISIS. When I read CRISIS and got to the end of page 3, I thought I was so clever that I realized where Constantine came from, only to have the comment about the Swamp Thing appear at the top of the next page. As to who Constantine is, and why he knows so much, I haven't the foggiest. Alan Moore's no slouch, though, so I'm sure he's got something mind-blowing up his sleeve.
