Gold quit since he saw such a policy not only as wrong but ultimately destructive to First's continued viability (Of course First is just behaving like a Magazine Publisher rather then a Comics Publisher. Periodicals are notorious for paying late, the Comics Industry has often been the exception). 2) He has accepted an offer to become Chief Editor at D.C. pending some final negotiations. 3) Jim Starlen moved Dreadstar to First specifically to prevent Jim Shooter from having any say about his book.
