I have used black plastic mulch with success here in Rochester, but it does not get incredibly hot here (nor is it noted for being particularly sunny either!). I found it does a great job of eliminating weeds, my only problem was holding it down, but that is solvable. I plan to use it again this year, along with some more organic mulches (straw, wood chips, etc) and see how they compare. The organic mulch can be turned over into the garden at the end of the season to build up the soil. (I am not an organic freak, but I live in the country and can get this stuff easily).
